On October 14, Xinhua News Agency reported the passing of Comrade Wu Bangguo, an esteemed member of the Communist Party of China and a dedicated communist fighter. He was a prominent proletarian revolutionary, politician, and a distinguished leader of the Party and the nation. As a member of the 14th and 15th Central Political Bureau of the Communist Party, as well as a standing member of the 16th and 17th Central Political Bureau, he served as the former Vice Premier of the State Council and Chairman of the National People’s Congress Standing Committee during its 10th and 11th terms. Wu passed away on October 8, 2024, at 4:36 AM in Beijing, at the age of 84, due to illness.
Born on July 22, 1941, in Pingba, Guizhou, Wu grew up in Feidong, Anhui. From a young age, he showed a deep love for his country and a strong commitment to learning and progress. He studied electrical vacuum devices at Tsinghua University from September 1960 to September 1967, and he became a member of the Communist Party in April 1964. Wu’s career began in Shanghai, where he held various roles, including technician and director at an electronics factory. Notably, during the Cultural Revolution, he maintained his party principles and took action against the chaos around him.
In March 1983, Wu was appointed as a member of the Shanghai Municipal Committee and later became the Deputy Secretary of the Shanghai Municipal Committee. He worked diligently to enhance the leadership of the scientific and technological sector and promote the integration of research with production. Following his appointment as Deputy Secretary of the Shanghai Municipal Committee in June 1985, Wu played a crucial role in decision-making processes that emphasized strengthening the Party’s leadership and implementing central government policies.
From March 1991 to September 1994, he served as the Secretary of the Shanghai Municipal Committee. During his tenure, he effectively promoted the policies of reform and opening, focusing on the development of Shanghai’s infrastructure and economic structure. Wu passionately supported the development of the Pudong area, leveraging both internal and international markets to create an environment conducive to overall openness.
In September 1994, he was elected as a member of the Central Secretariat. By March 1995, he transitioned to the role of Vice Premier of the State Council, overseeing state-owned enterprise reforms and infrastructure projects. Wu emphasized that reforming state-owned enterprises was central to the overall economic system reform, boldly initiating improvements within various sectors, particularly in the textile industry.
As part of his responsibilities, Wu focused significantly on infrastructure development, ensuring quality and effective planning in projects essential to national economic growth. He played an instrumental role in the Three Gorges Project, overseeing measures to safeguard its quality and help with the resettlement of displaced persons.
In November 2002, he was elected as a member of the Central Political Bureau and, in March 2003, became the Chairman of the National People’s Congress Standing Committee. Wu was dedicated to the development of socialist democracy and legal systems in China, emphasizing the importance of sound and comprehensive legal regulations. Under his leadership, the NPC initiated numerous significant legislative reforms aimed at ensuring the effective governance of the country.
Throughout his life, Comrade Wu Bangguo remained unwaveringly dedicated to the Party and the people, consistently advocating for the principles of socialism and engaging in deep inquiry and research. His legacy is one of profound commitment to national development and the welfare of the people. His passing marks a significant loss for the Party and the country.
