On October 23, the Supreme People’s Court of China announced the sentencing of Jiang Zhigang, the former deputy secretary of the Ningxia Hui Autonomous Region Party and former secretary of the Yinchuan Municipal Committee, for bribery. The Hebei Province Hengshui Intermediate People’s Court rendered a fifteen-year prison sentence and imposed a fine of five million yuan. In addition, the court ordered the confiscation of Jiang’s illicit gains and their proceeds, which will be turned over to the national treasury.
Jiang Zhigang, born in August 1960 in Donghai, Jiangsu Province, was placed under investigation in March 2023, according to official announcements. By August of the same year, he was expelled from the Communist Party and stripped of his official positions. Reports indicated that he misused public funds for the construction of government buildings, leveraged his position for personal benefits including discounted property purchases for himself and family, and engaged in significant corruption.
The court found that from 2003 to 2023, while holding various high-level positions—including deputy director of the State-owned Assets Supervision and Administration Commission (SASAC), member of the SASAC Party Committee, a senior member of the Beijing Municipal Committee, and ultimately as deputy secretary of the Ningxia Hui Autonomous Region Party and secretary of the Yinchuan Municipal Committee—Jiang abused his authority. He provided assistance to related entities and individuals in obtaining dealership qualifications, project bidding, and business cooperation, unlawfully receiving a total of more than 79.98 million yuan.
The court determined that Jiang’s actions constituted a particularly severe case of bribery. However, due to his voluntary surrender and cooperation in exposing others’ criminal activities, alongside his acknowledgment of guilt and remorse, the court decided to impose a lighter penalty in accordance with the law. Consequently, the court reached its verdict on the matter.
