In a recent press conference, officials from the Ministry of Industry and Information Technology (MIIT) discussed the implementation of the “Opinions on Deepening the Reform of the Workforce of Industrial Workers” issued by the Central Committee of the Communist Party of China and the State Council. The MIIT representative announced the joint release of a notice with the Ministry of Finance and the State-owned Assets Supervision and Administration Commission regarding the “2024 Manufacturing Talent Support Program.” This initiative aims to select and support 100 innovative entrepreneurs, 300 advanced manufacturing technology experts, and 500 skilled artisans annually, ultimately contributing to the development of a strong manufacturing nation.
The program will focus on key areas such as the next generation of information technology, high-end equipment manufacturing, integrated circuits, industrial mother machines, and critical software. Talents will be identified through recommendations from local government departments and state-owned enterprises, as well as expert evaluations, to align with high-quality development priorities in these vital industrial chains.
Selected candidates will receive targeted training and professional updates through specialized educational programs. They will also have opportunities to gain practical experience at universities, research institutions, and national manufacturing innovation centers through various engagements, such as internships and special appointments. Additionally, priority support will be geared toward their companies undertaking major projects related to core technologies and industrial upgrades.
The program includes direct support for advanced manufacturing technology experts seeking senior engineering titles, while artisans specializing in foundational processes will receive financial support of 250,000 yuan each to establish master skill workshops. Qualified individuals will also be encouraged to apply for prestigious awards, such as the National Engineer Award and the Skills Grand Prize, with local entities urged to support these talents in housing and education opportunities for their children.
The MIIT, in collaboration with relevant departments, aims to strengthen the training of manufacturing talents by enhancing the integration of higher education, vocational training, and continuing education. It will promote a collaborative education model between schools and businesses, focusing on industry standards and job specifications to develop talent through project-based and order-oriented training, thus adapting to new dynamics in the manufacturing workforce and labor relations.
Moreover, efforts will be made to create a conducive working environment for manufacturing employees. The ministry encourages companies to improve working conditions and enrich cultural life for their workers while accelerating digital transformation in the sector. This involves widespread application of emerging information technologies to enhance companies’ abilities to attract high-level talent, as well as safeguarding the rights and interests of workers in new employment forms, while ensuring compliance with labor contracts.
